Function of Position:

The Manager of Emergency Services is the general manager of all fire, rescue, and related training and education programs. This position also manages the Public Safety Training Facility's Fire Training Grounds (FTG) and related equipment. This position includes general management of fire and rescue educational and training programs as the supervisor of the Program Coordinator/Lecturer of Fire/Rescue Programs. Strategic and operational visions and planning for fire training are a priority. A key aspect of this position is resource management of fire and rescue training and education for customers and partner agencies. The Manager is a member of the PSTF management team.

Examples of Duties & Responsibilities:

  • Manage all fire/rescue programs with assistance from the Program Coordinator/Lecturer, Fire/Rescue Programs.

  • Develop strategies to meet customer and financial operations needs for Fire/Rescue Programs.

  • Long term planning for the Fire Training Grounds (FTG) and Fire/Rescue programs to include programs, operations, maintenance, and capability development.

  • Supervises the Program Coordinator/Lecturer for Fire/Rescue Programs.

  • Coordinate physical plant maintenance with PSTF maintenance staff and contractors.

  • Develop, monitor, and adjust revenue and expense budgets related to the FTG and Fire/Rescue programs.

  • Provide for initial and refresher training for all PSTF partners' FTG operators and facility managers.

  • Assure the Fire Training Grounds are in compliance with applicable National Fire Protection Association guidelines including 1402, 1403, and others as required.

  • Develop policies, regulations, and guidelines for use of the FTG and monitor compliance by all users.

  • Lead new fire/rescue program development with partner agencies and other PSTF staff to include identification of training needs, training resources, curriculum, and implantation.

  • Perform or assure maintenance and instructional resource research, specification, and procurement for the FTG and Fire/Rescue-supported programs.

  • Serves as the department chair for Fire/Rescue curriculum development, College policy and procedure and compliance, documentation processes, and other matters as required.

  • Coordinates all City of Rochester and Monroe County Fire Training In-Service programs

Secondary Functions:

  • Curriculum development

    Instruction as required

    Manage requests for, and monitor the use of, non-fire training activities on the FTG.

    Investigate injuries on the FTG to assure they are properly documented and to determine if any factors can be managed to reduce future occurrences.

    Job Requirements:

Required Qualifications:

  • Earned _Associates degree from an accredited institution

  • Completion of Bachelor's Degree within three years from date of employment.

  • Ability to formulate a vision and lead others to share in it.

  • Successful team leader.

  • Results-oriented management experience.

  • Record of setting and achieving goals in an environment serving both internal and external customers.

  • Ability to maintain a customer focus in all aspects of the delivery and management of a service or program.

  • Strong financial planning and management skills.

  • Ability to apply a systems approach to operations and problem solving.

  • Effective communication skills: group, interpersonal, presentation, speaking, and writing.

  • Proficiency with Microsoft Office Word and Excel to include producing professional quality informational, persuasive, transactional, and other documents in a business setting.

  • Current or past experience as a firefighter in a career, volunteer, or combination fire department.

  • Demonstrated understanding of the culture of the fire service.

  • Demonstrated experience with managing all aspects of live-fire training programs and operations.

  • Demonstrated ability to think and act strategically.

  • Demonstrated ability to develop and articulate a vision for training programs and fire training program operations to include staffing, safe operations, and customer service.

  • Ability to independently research issues, develop action plans, and evaluate their effectiveness.

Preferred Qualifications:

  • Earned Bachelor's or Master's degree) from an accredited institution.

  • Demonstrated experience in firefighter training and/or education.

  • Current or past experience as a fire officer in a career, volunteer, or combination fire department

  • Bilingual and able to read, write, and speak Spanish, or other languages, proficiently.

    Additional Information:

Salary: Salary is determined based on experience, internal equity and college budget. This position has a range of $52,000 to $83,308 and is based on these mentioned factors.
