Responsibilities

General Purpose:

Operational oversight for several Ambulatory multispecialty suites supporting ambulatory medical care centers that have over 50,000 sq. ft. of clinical space, with 30+ health care programs that including both surgical and primary care services. Oversight includes effectively managing the day-to-day operations of the facility, as well as strategic business and development planning, administrative, and financial management, along with marketing and public relations management. Individual works collaboratively with, and serves as a resource to Sr. leaders, division chiefs, administrators, practice managers, faculty, staff, and contracted service representatives. Individual must be able to function independently with little supervision, provide guidance to others, prioritize multiple activities, and exercise excellent independent judgement. Individual represents each of the locations as the administrative lead as appropriate, in interactions with outside organizations, including regulatory representatives, local, state, and government officials, as well as other community leaders. Individual will seek opportunities to develop and improve operations and target new audiences.

Specific Responsibilities:

Operational Management

Oversees day-to-day operational functions to ensure clinical, administrative, and support service programs all have the appropriate infrastructure to support excellence in clinical care delivery. Establishes internal program policies and procedures, assuring compliance with the University and Medical Center requirements. Implements decisions regarding UR policies, compliances, safety regulations, and JCAHO, CMS, NYDOH requirements; Works with program administrators and managers to implement best practices.

Serves as a principal liaison for the Sr. Director of Ambulatory Care. Serves as onsite contact and spokesperson for the Ambulatory Sites assigned by leadership. Orients new programs, program administrators, faculty and staff. Makes recommendations for future growth and assists with implementing new service lines to enhance patient care in Brockport and the surrounding communities.

Works closely with the UR Emergency Preparedness team on disaster planning for those sites assigned. As needed, analyzes emergency situations rapidly and accurately and recommends or adopts quick effective and reasonable courses of actions with regards to surrounding hazards and conditions. Responds effectively, calmly and rationally during times of conflict and emergencies. Seeks ways to prevent conflict and find resolution. Administrator On-Call 24/7 for unexpected events and building interruptions.

Meets regularly with program leaders and stakeholders. Leads and attends institutional meetings, records minutes, and distributes to the appropriate groups.

Fiscal Management

Accountable annual operational budget, and oversees administrative, facility, and capital budget planning. Oversees spending and expenditures and maintains proper fiscal control. Oversees contracted services and ensures that general service requirements and contract agreements are being followed. Manages the inventory and supply chain department and ensures that supply chain needs are being met and that non-essential spending is being maintained. Oversees fixed assets lists and space assessment listings. Prepares annual patient activity, revenue, and volumes reports for faculty, staff, and senior leadership.

Leadership

Fosters effective communication with employees, peers, and leaders; builds and maintains relationships; develops others; and manages projects, team and work groups. In partnership with HR Business Partner, oversees departmental human resources functions regarding structure, employment, compensation review, promotions, disciplinary actions and terminations. Responsible for time reporting activities, payroll approval and personnel action forms in HRMS.

Monitors staff engagement and initiates actions to ensure high levels of engagement. Articulates goals and coaches’ staff for optimal performance toward stated goals. Establishes a service culture to provide a first-rate experience for customers (patients, visitors, referring providers, and faculty). Ensures staff are provided with job training and professional development, performance evaluations, and coaching. Manages change process; models organizational values; solves problems; makes effective decisions using data/input from stakeholders.

Creates a positive interface with all customers, patients, vendors, referring agencies and the UR Medicine community. Works to achieve maximum productivity with efficient and safe practices, while maintaining optimal customer and patient/family satisfaction. Resolves conflict as needed. Promotes DEI initiatives.

Marketing Management

Develops an annual strategic marketing campaign plan that helps Ambulatory locations continue to build a presence in the community and target new audiences. Oversees funding and sponsorship opportunities that promotes our services and continues to support community initiatives. Monitors activities and regularly answers questions from the community. Interacts with outside organizations, including regulatory representatives, local, state, and government officials, as well as other community leaders. Acts as the primary liaison for community-based collaborations and participates in community events, meetings, and functions. Identifies opportunities to align Strong West messaging with the URMC mission, goals, and broader campaigns.

Other duties as assigned

Requirements:

  • Bachelor’s degree in Health Administration or Business Administration required.

  • Graduate degree in Healthcare Administration or Business Administration preferred.

  • 5+ years of relevant experience in administrative, fiscal, and healthcare operations management required.

  • Or and equivalent combination of education and experience required.

Pay Range

Pay Range: $58,000 - $113,000 Annually

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
