The Trustees of Columbia University in the City of New York Staff Associate III in New York, New York

POSITION SUMMARY:

Reporting directly to the Survey Implementation Lead (Senior Staff Associate II), the Spatial Analyst (Staff Associate III) is responsible for providing support and technical expertise for in-depth geospatial analyses of HIV and other epidemiologic and program data. The Spatial Analyst (Staff Associate III) will respond to geospatial requests, execute data cleaning and analytic plans, design and maintain geodatabases to conduct spatial analyses, and contribute to report and manuscript writing as needed. S/he will provide support in this area to the donor, ministries of health (MOH), and ICAP project teams.

MAJOR ACCOUNTABILITIES:

* Supports country-specific geo-visualization of HIV/AIDS trends, facility-level clustering, and production of high-quality static cartographic maps to support project decision-making using ArcGIS/QGIS or similar.

* Supports spatial data sharing across multiple formats and outputs such as GeoJSON, TopoJSON, TIFF, PNG, SVG, and JPEG.

* Supports multiple overlays using satellite imagery base map such as Google Maps, Open Street Map and other spatial datasets of interest.

* Designs and maintains geodatabases using field-acquired data, as well as data from third-party sources, including national government, universities, open-access datasets, and commercial datasets.

* Collaborates with the GIS department of country government's national bureau of statistics to reconcile discrepancies between master census files and GIS files.

* Conducts spatial analyses to identify hotpots and trends of new infections identified through the program.

* Conducts data cleaning using spatial data.

* Supports GPS-enabled tablet-based collection of geospatial and ancillary data during project implementation.

* Provides support to the project team on GIS data acquisition and data management; trains teams on the use of GIS, GPS-enabled tablets, and geospatial data; troubleshoots data collection and management challenges.

* Works with others to integrate spatial analyses into project dashboards.

* Conducts other types of analyses, data management tasks

* Perform other assigned duties (5%)


EDUCATION:

* Bachelor's degree in Geography, Geographic Information Science, or related field or equivalent in education. Training and/or experience

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:

* Advanced knowledge of ArcGIS/QGIS or similar

* Minimum of four to six years of professional related experience

* Experience in projecting workflow to meet deadline with available resources

* Excellent accuracy and attention to detail

* Highly organized with the ability to clearly communicate, verbally and in writing, overall and technical project information

* 3 years of demonstrated experience providing training on GIS, GPS, geospatial data, and relational database management systems (RDBMS).

* Experience working with issues relating to HIV/AIDS in resource-limited environments.

* Proficiency using ESRI ArcGIS Online and ArcGIS for Server.

* Advanced proficiency using ESRI ArcGIS for Desktop.

* Proficiency in geospatial and statistical methods and analysis.

* Demonstrated knowledge regarding best practices for cartographic design, metadata documentation, and projected coordinate systems.

* Proficiency with Microsoft Office Suite (e.g., Excel, Word, Outlook, PowerPoint).

* Excellent skills in critical thinking and analysis.

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:

* Experience in HIV related field

* Experience working with data from resource-limited settings

* Experience working with large scale survey analyses

* Knowledge of and experience with data collection tools such as CSPro, SurveyCTO, and REDCap

* Knowledge of SAS, R, or similar statistical software

* Knowledge in data automation and processing documentation through scripting, particularly QA/QC tasks in Python, R, ArcGIS, and/or other relevant software
