S ummary

Highest - level technical position in a n extensiv e program. Responsible for the technical oversight of all phases of the Business Unit from planning through completion and handover to the operating owner. Accounta ble for the long - term technical strategy definition, updates , and implementation within the projects from procurement to closeout in coordination with the operating owner.

Responsibilities

Consolidate, develop , and lead the implementation of the technical , strategic plan to modernize the NYCT train control system.

Manages program activities to minimize the impact on agency operations and the public, maximize the return on investment , and improve the performance of the system.

Oversee the implementation of the program from the project definition phase to the post - in-service support within MTA staff, the MTA consultants, MTA internal stakeholders , and the contractors.

Provide technical oversight to the projects for critical technical matters.

Recommend solutions to executive management for the resolution of critical issues.

Ability to foresee project threats and methods for mitigation.

Meet project goals and objectives and meet project baselines.

Align with top leadership across MTA, NYC, and NY State.

Create and maintain a productive and transparent relationship with all relevant stakeholders, ensuring effective communication on program status and timely resolution of issues.

Create a collaborative work environment for all project participants.

Motivate project personnel and create an entrepreneurial environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Identify issues and risks and ensure timely resolution and mitigation.

Ensure program activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures.

Ensure that System Safety, Performance , and Quality are an integral part of program operations.

Manage and monitor progress against the agency and program goals.

Manage the preparation of reports, presentations, research, and studies.

Manage staff selection, coaching, training, development, evaluation, and discipline/termination as needed.

Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Maintain continuous engagement with the other transit agencies and within the industry regarding train control system technical strategy. "

Education and Experience

Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.

Must have a minimum of twenty (20) years of related experience .

Must have a minimum of least twelve (12) years in a management or supervisory role and/or Program/Project manager role in a large, multi-faceted organization.

Competencies:

Licensed Professional Engineer or Registered Architect desirable.

PMP and CCM Certifications are preferred.

Significant experience in system design for major modernization programs or projects with highly complex systems preferred.

Substantial experience in coordinating with technical experts, engineering entities , and operation and maintenance organization s .

Excellent communication and interpersonal skills.

Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels .

Demonstrated ability to work in a high - profile, high - pressure environment effectively.

Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.

Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

Must possess excellent team - building , listening, problem - solving, and prioritization skills.

Alternative Delivery experience preferred.
