S ummary

The A ssiatant Vice President, Small Business Mentoring, is responsible for mentoring and educating contractors working within Small Business Program (SBP) unit in the MTA Construction and Development (C&D) Delivery Department. This position is responsible for working with the Management Consulting Firm and the contractors to ensure project delivery is safe, efficient, on schedule, within budget, and per project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines are adhered to.

Responsibilities

The Assistant Vice President is responsible for developing and implementing a C&D-wide performance management system.

The AVP will provide vision and leadership for creating and implementing an agency-wide enterprise solution to allow more informed and transparent agency and project-level decision-making.

The AVP will provide vision and leadership for cross-departmental capital program management policies, procedures, and processes.

The AVP, Mentoring, monitors project status, mitigates risk, and resolves project issues, consulting with and providing recommendations to senior management for critical issue resolution.

This position coordinates project delivery activities with C&D and operating agency personnel and guides staff, contractors, consultants, and agency forces to safely and efficiently execute capital projects .

Responsible for directing the existing (up to $500 million) program and future programs intended to develop and grow small businesses, including minority and women - owned businesses , as prime contractors to accomplish MTA projects and direct the work of a third-party consultant firm in the prequalification, training, contracting , and mentoring of these small businesses to achieve the completion of projects for all MTA Agencies in a safe, timely and efficient manner.

The AVP will provide oversight for quality management at the agency level.

Ensure that expenditures are appropriately charged.

Manage comprehensive document control and retention.

Manage the preparation of reports, presentations, research, and studies.

Manage staff selection, coaching, training, development, evaluation, and discipline/termination as needed.

E d ucation and Experience

Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.

Must have a minimum of fourteen (14) years of related experience.

Must have a minimum of ten (10) years in a construction program/program management or supervisory role in a large, multi-faceted organization.

Working knowledge of New York City and MTA construction practices and regulations.

Must possess extensive experience communicating in a public forum representing a public Agency.

Demonstrated understanding of construction scheduling and estimating practices.

Working knowledge of general accounting principles.

Working knowledge of contract law.

This position requires a unique set of skills that involve guiding a complex program of performing contract work while mentoring and growing small firms in the MTA operating environment.

The daily problems require in-depth knowledge of contracting, accounting , engineering , and construction.

The incumbent must be able to encourage companies to perform complex tasks while ensuring the health and growth of their companies.

The incumbent must establish and maintain good working relationships in multiple departments of MTA Agencies.

Competencies:

Licensed Professional Engineer or Registered Architect desirable.

PMP and CCM Certifications are preferred.

Significant experience in Program management for major construction Programs with highly complex systems preferred.

Experience leading and managing contractors, subcontractors, or vendors.

Excellent communication and interpersonal skills.

Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels .

Demonstrated ability to work in a high - profile, high - pressure environment effectively.

Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.

Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

Must possess excellent team - building , listening, problem - solving, and prioritization skills.
