Position Description:

Coordinates a section in a department that has institutional oversight responsibilities. Responsibilities involve the coordination and supervision of the various functions and aspects of a specific program or departmental project as well as the monitoring of program staff and operational procedures. Work is performed under general supervision with evaluation based on results obtained. May supervise program staff, volunteers and/or students.

Major/Essential Functions:

Triage the contract intake, review, and routing process. Assist with entering data in the Contract Manager system-including creating the initial contract and maintaining updated information about the contract and making decisions during its effective period.

Organize and log all incoming and outgoing documents to the contracting department.

Communicating with departments and vendors on contract issues including status, needed modifications, answering questions, and updating each pending contract on a weekly basis. The ability to effectively communicate orally and in writing, including the ability to convey complex and technical subjects in a clear, concise, and positive manner.

Make modifications to incoming contracts and amendments based on contract language charts and coordinate reviews with the Assistant Managing Director, Managing Directors, and Assistant Vice President and Chief Procurement Officer.

Review contracts to evaluate compatibility with TTU’s and the President’s goals and strategies. May support other research, scientific, and technology-specific initiatives. May be delegated other duties as required.

Oversee the FEC (Fully Executed Contract) process, which includes reviewing dollar amounts for signature authority and Board compliance, coordinating all signatures (whether electronic or original), and disseminating FECs to all interested parties.

Assist in developing analytical summaries, reports, and recommendations on requisitions and contracts for use in making decisions regarding the renewal or termination of contracts.

Maintains educational knowledge about institutional policies and procedures, Federal and State laws, and procurement and contract industry best practices related to research including, but not limited to, Uniform Guidance requirements, export controls, customs, TTU Environmental Health & Safety requirements, federal equipment rules, federal cost accounting standards, and State of Texas research requirements. Stay abreast of legal, financial, and accounting practices and other pertinent business skills, including mitigation of risk. Understands underlying statutes and administrative codes that support TTU policies and requirements.

Develops and contributes ideas that provide innovative solutions to improve strategic procurement and contract efforts. Meets regularly with leadership to discuss opportunities to improve processes and requirements.

Professionally and empathetically address incoming requests from customers and internal staff within a maximum of two (2) business days. Maintain a balance between TTU operating policies and procedures and customer benefit in decision-making. Continuously evaluate and identify opportunities to drive process improvements that positively impact the customer’s experience.

Preferred Qualifications:

Experience with contracts, negotiations, legal work or other related areas. Excellent writing and editing skills. Knowledge of TechBuy system. Extremely proficient in Microsoft products and Adobe.
