Defense Finance and Accounting Service LEAD MILITARY PAY TECHNICIAN (Within the Customer Support Division) in Indianapolis, Indiana

Summary Who may apply: Current, permanent DoD Federal Civilian Employees in the competitive service, eligible Defense Cyber Excepted Service Employees and DoD VRA employees in the local commuting area, eligible Priority Placement Program DoD Military Spouse Preference applicants, and eligible PPP applicants. Responsibilities The duties, described below, represent the major duties performed at the GS-07 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience. Serves as Work Leader by providing individual and team training in specific tasks and job techniques and provides on-the-job training in accordance with established procedures and practices. Identifies, distributes, and balances workload and tasks to team members in accordance with established workflow, and assures timely accomplishment of the assigned workload. Make day-to-day adjustments to accomplish the workload in accordance with established priorities. Provides updates to the supervisor on work progress and identifies training needs of the team. Resolves simple, informal complaints of employees and refers other to supervisor. Requirements Conditions of Employment Qualifications Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-06, applicants must have served 52 weeks as a GS-05 or higher in the Federal service. To be considered for the GS-07, applicants must have served 52 weeks as a GS-06 or higher in the Federal service. Specialized Experience for GS-06: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-05 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: assisting in the review of work for technical adequacy and compliance with established policies and procedures; processing a wide variety of pay debt audits; assisting in debt calculations; examining and verifying all documents for propriety, completeness and accuracy; and running reports to help monitor workload. Specialized Experience for GS-07: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-06 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: experience reviewing work for technical adequacy and compliance with established policies and procedures; processing a wide variety of complex military pay debt audits; determining debt calculations; examining and verifying all documents for propriety, completeness and accuracy; and running reports to monitor workload and providing technical support on standard procedures to coworkers. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level. PPP Application Based Preference Eligibles (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration at the full performance level only. (See DoD Instruction 1400.25, Volume 300, here) Certification Level 1: THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
