Job Description:

SUMMARY

Working under the direction of the Traffic Engineer, the incumbent assists in the planning, designing, construction inspection and maintenance of Traffic Engineering projects, activities and components. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. Must be able to work with the department and public to ensure safe and efficient travel for all users of public rights of way. Must assist department with programming, policies and division goals for city. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.

• Develop various Civil Engineering plans or activities related to the design, construction, reconstruction, inspection and maintenance of various Alternative Transportation and Traffic Engineering projects;
• Develop various contract documents and specifications for department projects including documents for advertising, bidding and award, cost estimates, impacts, state and federal law compliance, and standards, ensuring contract compliance with these documents;
• Manage and inspect various department projects;
• Manage the Traffic Calming Program; establish neighborhood studies and reviews, maintain records and recommends modifications based on results;
• Assist with planning, development and design of alternative transportation methods such as biking, walking, and use of public transportation;
• Reviews and approves plans and permit applications to determine possible conflicts, and requests needed modifications to ensure conformance with standards;
• Manage and coordinate various neighborhood grant projects, department community projects, and Neighborhood Planning and Activation Projects for department;
• Attends various City Department, neighborhood association and community organization meetings, representing the department to address traffic concerns or issues;
• Assists with departmental traffic studies, traffic investigations, and prepares reports.
• Investigates and provides solutions and new implementations of various traffic requests, inquiries, complaints, and projects for Public Works Division, community associations, and citizens;
• Assist with research, development and implementation of new traffic technologies, traffic management systems or programs;

MARGINAL FUNCTIONS

• Utilizes AutoCAD or GIS Software for preparation of detailed construction drawings including signal and striping, right of way and utilities, plan and detail sheets for various Traffic Engineering Projects;
• Performs other duties as required.

QUAL FICATIONS

EDUCATION and/or EXPERIENCE

• Any combination of education/experience equivalent to a Baccalaureate in Civil Engineering, Construction Engineering or related Engineering and one (1) year experience, an Associate Degree in such fields and five (5) years experience in such work, an Urban Planning Degree or equivalent and three (3) years experience;
• Specialized knowledge of engineering principles, procedures, methods and materials relative to traffic engineering.

OTHER KNOWLEDGE, SKILLS and/or ABILITIES

• Experience with Computer Aided Drafting and Design (CADD) or related software desired;
• Ability to utilize GIS Software such as ArcPro, ArcGIS and data collection devices;
• Ability to assist in the coordination and administration of the planning, designing, construction and inspection of Traffic Engineering projects;
• Communication skills conducive to maintaining effective working relationships with both public and private sector personnel and to handle citizen complaints;
• Ability to pass post-offer screen for this position.

LANGUAGE SKILLS

Contacts with coworkers, other department personnel, government officials, developers, contractors and the general public occur throughout the work to receive/provide information, assist in maintaining project cohesiveness while handling inquiries and complaints.

MATHEMATICAL SKILLS

The incumbent must have the ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. The incumbent must have the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

The incumbent must apply Traffic Engineering Department standards and guidelines to the performance and product of all duties, which are reviewed for compliance. Incumbents work involves substantial engineering interrelationships that must be effectively coordinated. Deviations from those standards and guidelines will be discussed with the supervisor.

CERTIFICATES, LICENSES, REGISTRATIONS

• Valid Indiana Driver's if City vehicle is used;
• IMSA Work Zone certification, or ability to obtain within 1 year of hire.
