Description of Work Unit

Founded in 1870, Colorado State University is among the nation’s leading research universities and enrolls approximately 32,000 undergraduate, graduate, and professional students. Located an hour north of the Denver metro area, Fort Collins is a vibrant community of approximately 157,000 residents that offers the convenience of a small town with all the amenities of a large city. Fort Collins is situated on the Front Range of the Rocky Mountains with views of 14,000 foot peaks, and offers access to numerous cultural, recreational, and outdoor opportunities.

The Department of Environmental and Radiological Health Sciences is home to one of the largest environmental health programs in the nation, and the only one that incorporates radiological health into its core curriculum. Students and researchers in environmental health investigate how natural and built environments affect human and animal health and seek solutions to minimize negative health consequences of environmental and workplace exposures. Radiological health focuses on the biological effects of radiation, including laboratory studies of the damaging effects of radiation, and clinical uses of radiation in diagnostic imaging and cancer therapy.

Position Summary

The Business Officer for the Department of Environmental and Radiological Health Sciences ( ERHS ) oversees and has both authority and responsibility for the department business operations, administration and overall management of departmental financial and human capital resources, while ensuring compliance with federal, state, and university statutes, regulations, policies and rules using prudent fiscal controls. This position reports to and advises the Department Head as a financial and operational expert assisting and guiding with identification and implementation of all critical missions and strategic initiatives. The ERHS Business Officer oversees, manages and supervises the administrative team responsible for ensuring the efficient and effective delivery of the academic, research and service missions of the department. The Business Officer ensures expectations and objectives are met on a daily basis.

This position has full oversight and authority of departmental budgets and budget development. This includes coordination and financial administration of an annual appropriated budget of $4.8 M plus $8/9 M in research funding as well as self-funded operations of $300 K. This requires expertise in sponsored project funding, federal cost accounting standards, Uniform Guidance, federal and state rules and regulations regarding procurement processes and Generally Accepted Accounting Principles. This position is a key advisor and knowledge expert in the department strategic planning and development efforts. This position mobilizes a diverse team to ensure that strategies identified are implemented effectively and with appropriate resource allocation. This position is regularly called on for expertise and knowledge by the College and other university professionals particularly in the areas of budget, finance, and personnel strategies.

Required Job Qualifications

  • B.S. degree from a four-year institution of higher education.

  • M.S. or MBA degree in accounting, finance, or other business-related field.

  • Supervisory experience, including supervising personnel in large administrative units.

  • Demonstrated success participating as a member of a senior management team, including internal and external committees, as needed.

  • Effective interpersonal and communication skills as assessed by written & in-person communication.

  • Five years financial leadership or senior management experience in a large administrative unit.

  • Experience and advanced proficiency of accounting and information systems.

Preferred Job Qualifications

  • Certified Management Accountant ( CMA ) or Certified Public Accountant ( CPA ) credential.

  • Demonstrated knowledge of Cost Accounting Standards, Generally Accepted Accounting Principles, and applicable federal and state regulations.

  • Financial leadership or senior management experience in a large academic unit in higher education involving complex research, service, and teaching activities.

  • Human resources experience addressing / managing personnel conflicts, management of appropriate staffing levels / resources.

  • Experience & proficiency in Kuali Financial System, HR Oracle, Excel, and MS Word.

Duty/Responsibility

  • This position has professional oversight of departmental financial management and budgeting activities, ensuring allowable, reasonable, and effective accounting practices.

  • This position has a level of authority and accountability to develop and manage the overall ERHS business operations and policies.

  • It develops, manages, and completes the Budget Construction process for ERHS appropriated (EG, PVM , RARSP ), self-funded ( PVMSF ), recharge centers and general operations sub-funds, PVMSF cash funds and course fees.

  • This position has general oversight of the departmental financial status and decision-making authority regarding funding sources and resource allocation in an environment with multiple options and competing priorities.

  • Budget and financial analysis, anticipating departmental needs through ad-hoc report generation, data interpretation, projections and general fiscal guidance are routine duties.

  • Manages multiple faculty startup and retention packages, and other departmental commitments while maintaining the department fiscal viability.

  • Pre- and post- grant award oversight for approximately 126 active research proposals and 35 faculty.

  • Engages in CPE to maintain professional credentials in active status for the benefit of the department.

  • Human capital management, conflict resolution, and team building are primary focuses of this position due to the physical separation of the staff over four locations.

  • The position has oversight for an administrative team of approximately 8 members, that includes accounting staff, pre- and post-award support and human resources.

  • This position is responsible for evaluating the departmental needs and developing/directing the employee skill sets to support the needs as they evolve.

  • In addition, the position develops opportunities for staff training and professional growth.

  • Responsibility for annual evaluations of 2 direct reports, performance management, and resource planning.

  • Mentors and resolves personnel issues as needed.

  • Creates and/or revises job descriptions as responsibilities or departmental needs evolve.

  • Facilitates and participates in specialized trainings and continuing education on an ongoing basis to develop leadership and enhance team effectiveness.

  • Position reports directly to the ERHS Department Head and serves as a key advisor and decision maker for ERHS , on the College Operations and Leadership Team as well as with central contacts in the Office of Budgets, the Vice President for Research, the Office of Sponsored Programs ( OSP ), and other key university contacts.

  • This position appropriately exercises its expertise and authority to influence key department, college, and university decisions.

  • In addition, the position must take various stakeholder views (e.g. Department Head, faculty, staff, OSP , etc.) into consideration when interacting or communicating departmental needs, processes, issues, etc.

Duty/Responsibility

  • This position plays a key advisory role, drives strategic initiatives, and implements program and process development at both the department and college level.

  • The position actively participates as a member of the ERHS Executive Committee (EC) which includes the Department and Associate Department Heads, and the ERHS Academic Program Heads.

  • The EC establishes program and strategic direction for ERHS and provides guidance in departmental decision making.

  • The position is also called upon to participate in various CVMBS strategic and process development committees on an ad-hoc basis.

  • This position develops and implements policies and procedures to ensure compliance and promote best practices.
