General description Join the Broadband Office as a Digital Opportunity Coordinator! Work involves planning, developing, and implementing digital opportunity programs; providing support and leadership on digital connectivity and literacy initiatives and partnerships; and providing consultative services and technical assistance to program staff, government agencies, community organizations, contractors and the general public. This role serves a critical function of supporting communities and partners in alignment with overall objectives and leverages subject matter expertise in the areas of digital opportunity, connectivity, and literacy, community and organizational planning and development, as well as strategic initiative and partnership building to carry out the mission of BDO and the States connectivity goals This position is eligible for up to two days of telecommunicating and may be eligible for a flexible work schedule if certain conditions are met; working arrangements may change at any time as business necessitates. Qualifications: Minimum Qualifications Graduation from an accredited college or university with a bachelors degree. Four (4) years professional experience in one or more of these areas: digital opportunity or literacy, education and training, community development, planning, project management, public private partnerships. Preferred Qualifications Graduate degree with major coursework in Communications, Government, Business, Marketing, Social Work, Psychology, Sociology, Education, Project Management or a related field is highly preferred. Experience working in federal, state, or local programs in support of bridging the digital divide or any organization involved with broadband deployment. Gener l knowledge and familiarity of broadband and digital opportunity programs. Experience providing direct services or working with organizations that support underrepresented groups, including seniors, low-income individuals, and people with disabilities. Experience navigating federal, state, and local strategic planning services for broadband expansion and digital access. Experience liaising with stakeholders to determine needs, concerns, and viewpoints for the purpose of developing project goals. Experience with productivity tools, such as Microsoft Office Suite, Microsoft Teams, and basic website content management systems, as well as customer management software such as Salesforce. Experience working independently without significant oversight. Experience communicating effectively and establishing professional relationships with stakeholders. Grant writing. Grant management methodologies, specifically development, awarding and oversight. Fluent in verbal and/or written English and Spanish Substitutions A graduate degree from one of the preferred fields may substitute for two years of required experience. LICENSES / CERTIFICATIONS Certified Texas Contract Manager (CTCM) certification or must be obtained within first six (6) months of employment In this role you will: Supports the BDOs programmatic responsibilities relating to digital opportunity efforts in multiple areas, including strategic planning, project implementation, program assessment, reporting requirements, and evaluation of proposals. Maintains current knowledge of legislation, guidelines, and efforts by federal, state, and local governments associated with digital opportunity. Makes recommendation to office management to better serve program administration and facilitate process improvements. Develops and oversees contractors scopes of work, providing technical assistance, and monitoring contractor activities to ensure work plan completion. Works with BDO staff, contractors, and other stakeholders to review and evaluate program activities and impacts in order to identify gaps. Develop presentations, website content and other materials for a wide range of audiences. Conducts research to analyze the current state of digital access and literacy across the state, identifying disparities and targeted interventions among underrepresented groups, including seniors, low-income individuals, and people with disabilities. Provides consultation and technical assistance to BDO staff, contractors, governmental agencies, and community organizations to disseminate best practices and lessons learned related to digital opportunity strategies. Supports BDO outreach coordinators with engagement activities as needed. Veterans: To receive veteran's preference a copy of your DD214 (Member 4) is required.
